Online English Learner Program
Identification and Intake Assessment
As part of the district’s enrollment process, all parents are asked to fill out a Language Use Survey. If the Language Use Survey indicates a language other than English is spoken in the home, an English language proficiency assessment screener (ELPA Screener) will be administered to the student within 30 days of the start of the year or within two weeks of their enrollment if they begin after the first day of school. Students who lack English proficiency per the ELPA screener are eligible for English language development instruction as part of the ELD program.
Annual Language Proficiency Assessment
All students who are eligible for instructional services from the English Language Development (ELD) program will be assessed each spring using the state’s English Language Proficiency Assessment for the 21st Century (ELPA21). This includes students who are currently receiving ELD instructional services, as well as those who qualify for ELD services but have waived services. This assessment uses research-based measures to assess the four areas of English language proficiency: speaking, listening, reading, and writing. As students progress through the program, parents will receive annual results from the ELPA21.
ELD Program Parent Notification
Parents are notified in writing when their child first qualifies for ELD services and each subsequent year that they continue in the program. Parents will also be notified when their child is reclassified and no longer requires ELD program services.
